HCS SB 86 -- BUILDING CODES IN CERTAIN COUNTIES SPONSOR: Rohrbach (Scott) COMMITTEE ACTION: Voted "do pass" by the Committee on Miscellaneous Bills and Resolutions by a vote of 8 to 1. This substitute allows counties that do not have a building code prior to August 28, 2001, to adopt a building code, subject to voter approval. Current law allows first and second classification counties to adopt building codes with voter approval. Voters in an incorporated area would not vote on the county proposal. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that the bill allows counties that want to adopt building codes to put the question before voters who would be affected by adoption of the codes. Testifying for the bill was Senator Rohrbach. OPPONENTS: Those who oppose the bill say that the provision allowing voters to repeal building codes raises safety concerns. Testifying against the bill were American Institute of Architects of Missouri; St. Louis Homebuilders Association; St. Louis County Government; Consulting Engineers Council; and Missouri Society of Professional Engineers.
